Three polls were published in the final stretch of the 2026 campaign. All three correctly called a Labour victory. All three landed within their stated margin of error on both major parties. And by the international benchmarks used to judge polling accuracy, all three performed well.

That is the headline, and it is worth stating plainly before the numbers, because much of the post-election commentary has focused on a single figure, the gap in absolute votes, that is the least reliable way to measure a poll’s accuracy. This piece sets out how each poll performed against the final result, why percentage share is the measure that matters, and why the absolute vote gap tells a more misleading story than the underlying data warrants.

The 2026 general election produced a result that, on the final result published by the Electoral Commission, gives Partit Laburista 51.8%, Partit Nazzjonalista 44.7%, and other parties 3.6%, on a turnout of 87.5%. With those figures now confirmed, this is a moment to look back at the three published polls of the campaign and ask a straightforward question: how accurate were they?

The Esprimi survey, commissioned by Times of Malta, projected PL at 53.5%, PN at 42.9%, and other parties at 3.6%, on a margin of error (MoE) of ±4%. Malta Today’s own poll projected PL at 50.6%, PN at 44.2%, and other parties at 5.2%, on a margin of error of ±2.6%. The survey by Professor Vincent Marmara projected PL at 53.3%, PN at 42.8%, and other parties at 3.9%, on a margin of error of ±2.5%.

Predicted vs Actual Turnout

Turnout: the harder question

It is worth noting the variable that separated the polls most clearly: turnout. This is widely regarded as among the most difficult variables to estimate in election polling, because it depends on respondent intention translating into action on polling day. Among the three pollsters, only Esprimi and Malta Today published a turnout projection in their final pre-election survey. Esprimi projected a turnout of 88.9%, against an actual figure of 87.5%, a difference of 1.4%; Malta Today projected 79.2%.

Within margin of error

On the headline party shares, the most important observation is that all three polls landed within their stated margin of error on both major parties. This is the standard against which polling is judged internationally, and on that standard, all three pollsters delivered a credible result.

Why the absolute vote gap tells a different story

Much post-election commentary has focused on the gap in absolute votes between the two parties. It is a reasonable question: our poll projected a gap of approximately 33,600 votes, so why did the actual gap come in at around 21,700? The answer lies in understanding what polls measure and, equally, what they do not.

A poll measures the percentage share of voter intention at a given point in time. It does not, and cannot, predict the precise number of valid votes each party will receive on election day. The translation from percentage to absolute number depends on two variables that no pollster can know in advance: how many people will vote, and how many of those votes will be valid.

In this election, Esprimi projected a PL-PN gap of 10.6%; the actual gap was 7.1%. This 3.5% gap difference is due to the prediction error of the two major parties by 1.7% and 1.8% respectively, both of which were within margin of error. This is why, across the major democracies, polls are reported and judged on percentage share, not absolute vote counts. It is the international standard, and it is the standard Esprimi will subscribe to going forward.

The table below shows the party-by-party breakdown in both percentage and absolute terms.

Projection vs actual result

How actual voting trends compared to predictions.

The figure illustrates a point worth stating plainly. A 1.7% over-projection of PL and a 1.8% under-projection of PN is an error that, although small and within the margin of error, compounded in the absolute gap figure, making the headline number look larger than the underlying percentage performance warrants. Other parties were called with perfect precision, at 3.6%.

There is a point that is widely understood internationally but rarely stated in the Maltese debate. The margin of error on the gap between two parties is roughly double the margin of error on each party individually. A poll with a ±4% margin of error per party carries a margin of approximately ±8% on the gap between the two parties. Esprimi’s projected gap of 10.6% and the actual gap of 7.1% differ by 3.5 points. Measured against that standard, Esprimi’s projected and actual gaps are well within tolerance.

Accuracy itself is best measured by average deviation per party. On that measure, the internationally recognised benchmark, Esprimi’s average error across the three categories was approximately 1.2%. International polling research generally regards an average deviation under two points as highly accurate, given that the typical polling error across democracies falls between 2 and 3.5%. By that standard, all three Maltese pollsters performed well.

There is a further reason percentage share matters, and it goes beyond methodology. How numbers are presented shapes how people understand them. A headline expressed as a gap of tens of thousands of votes lands very differently in the public mind than the same finding expressed as a percentage, and there is well-documented international evidence that perceptions of who is winning can influence voter behaviour, a phenomenon researchers call the bandwagon effect. Published research carries a responsibility, because it not only describes public opinion, it can shape it.

Looking forward

Our individual party results fell within the stated margin of error and we stand by the scientific methodologies we applied. As part of our post-election back-testing, we will examine how we can refine our models to best predict voter movement, whilst continuing to evolve our approaches to data collection in order to represent public opinion more faithfully than traditional methods have allowed us to so far.

We are excited to see what the future of opinion polling looks like, and we kickstart that process right now.

This year’s awards were presented at Business Leaders Malta’s fifth HR Spring Event which took place on April 29 at the picturesque Xara Lodge in Rabat. The event featured 10 speakers and brought together over a hundred HR professionals.

The annual award recognises organisations for their outstanding work in employee engagement and satisfaction and is presented to the highest-scoring companies of Employee’s Voice, a rigorous scientific study carried out by BLM’s research arm Esprimi. As part of the Employee’s Voice process, participating companies must complete a strict research process and meet the required high standard in their respective categories (based on company size) to achieve a winning status.

The research tool recognises top employers by assessing and quantifying the attitudes and perceptions that employees have across nine crucial domains. The domains explore various aspects including the level of care, recognition, team cohesiveness, leadership effectiveness, focus on performance management, and commitment to employee development and company culture. The tool also uses an internationally validated set of questions to assess employee engagement.

Apart from the awards handed out to winners, organisations whose results are exceptionally high in employee engagement, satisfaction and response rate are also awarded an Employer of Choice certificate.
Esprimi has forecast the general election results with near-perfect precision once again. Our most recent opinion surveys, commissioned by the Times of Malta and published this March predicted a gap between the two main parties of 37,000 votes, with Labour leading the race to victory. The 2022 general election results reveal a disparity of 39,474 votes.

The Times of Malta commissioned Esprimi to conduct five opinion polls over the course of eight months. The five waves, which took place between July 2021 and March 2022, measured candidate trustworthiness and intention, among other things. Esprimi carefully crafted the survey questions that were used to collect the data to avoid bias. The sample was representative to ensure that diverse demographics were chosen to accurately reflect the views of the Maltese people.

https://esprimi.wpenginepowered.com/wp-content/uploads/2022/03/Vanessa-Esprimi-Video.m4v

The opinion poll information collated by Esprimi was analysed by Malta-based data science company Lobeslab, Esprimi’s sister company to analyse and clean the data for all five waves of the research. An advanced data processing technique, supervised learning (a type of machine learning algorithm), was used by Lobeslab to predict voting intentions with near statistical certainty. This was further fine-tuned by an additional statistical technique called Shift Analysis.

https://esprimi.wpenginepowered.com/wp-content/uploads/2022/03/Lobeslab.m4v

The recent phenomenon of declining voter turnout that has been observed all around the globe did not escape Lobeslab as this situation was factored into their calculations to provide as accurate a result as possible. Using artificial intelligence, the algorithm provided an indication as to whom respondents intended to vote for when participants failed to provide a clear answer. This is not the first time that Esprimi has predicted the result of an election with near statistical certainty. In 2017, Esprimi correctly predicted the election results of 2017 with a disparity of less than 1.8% between the forecasted outcome and the actual results.

Of those 4.6% who stated they will “definitely” not take the vaccine, 60.9% were women and 39.1% were men.

The respondents who claimed were still undecided about taking the vaccine, expressed that this was mostly due to the potential side effects (45.2%), followed by their apprehension towards the fast development of the virus and uncertainty about testing (31.5%).

The age group most likely to take the vaccine was made up of those aged 65+ (78.7%), followed by 25 to 34 year olds (73.5%) and 16 to 24 year olds (70.8%). The age groups most sceptical about taking the vaccine were made up of respondents aged 50 to 64 years old (68%) and 35 to 49 years old (65%).

Vaccine willingness also correlated with education levels. The study found that respondents who never went to school or only received a primary level of education were 100% and 80% likely to take the vaccine, when compared to the 68.4% of people who received a secondary education, 67.1% who received a post-secondary education and 58.1% who possess a Diploma-level education.

Vaccine willingness was once again on the rise amongst respondents who received a tertiary or post-tertiary education. Of those respondents with a bachelor’s degree, 76.1% said they were likely to take the vaccine and of those with a post-graduate degree, 78.4% reported they were likely to get vaccinated.

Catena Media has topped Business Leaders Malta’s list of best places to work for the year 2019-2020 from research conducted on employee satisfaction and engagement by BLM market research arm Esprimi.

The annual award recognises organisations for their outstanding performance on employee satisfaction and engagement and is presented to the highest scoring companies on the Employee’s Voice. As part of the Employee’s Voice process, participating companies must complete a strict research process and meet the required high standard in their respective categories (based on company size) in order to achieve winning status.

The Employee’s Voice research tool recognises leading Malta-based employers by assessing and quantifying the attitudes and perceptions that employees have across nine crucial domains. The domains explore various aspects including the level of care, recognition, communication and team cohesiveness, leadership effectiveness, focus on performance management, and commitment to employee development and company culture.

This year Esprimi has teamed up with Richmond Foundation to introduce a new domain on mental health to give the study a more holistic approach. The tool also uses an internationally validated set of questions to assess employee engagement – allowing for unparalleled benchmarking.

In addition to the award, the winning companies are also presented with an Employer of Choice certificate. BLM’s Employer of Choice certificate recognises top performing companies for their outstanding employee experience and amazing work culture and is awarded to winning companies as well as organisations who meet Esprimi’s benchmark criteria as a result of exceptionally high employee engagement, satisfaction and response rate scores. Atlas, the Malta Information Technology Association (MITA), and the Malta Gaming Authority (MGA) are the organisations who other than the winners have received the Employer of Choice certificate.

BLM’s Esprimi is the only local registered certification provider honouring employers for their outstanding people practices and company cultures in Malta. Years of experience analysing the local landscape and working with leading companies across the island makes its recognition process one of the most robust in the local arena, equipping employers with utmost precision and unsurpassed accuracy as well as the chance to communicate their brilliance to the world with confidence.
As governments all over the world try to tackle this global emergency, we have teamed up with Richmond Foundation, Malta’s leading NGO in the provision of community services for persons with mental health issues, to carry out a series of public sentiment surveys and assess the toll that the novel coronavirus is taking on the national population’s mental well-being. The public sentiment surveys are intended to provide a snapshot of the mental health conditions across Malta and Gozo during different time intervals throughout the outbreak to identify what advice, support and help can be provided to the various segments of the general public during these difficult times. In this section of the survey, we put this theory to test and measured how often people felt or behaved in a certain way over a period of a week. Of these, 1 out of 100 thought of self-harm or suicide, 47% reported feeling depressed most of the time and 48% reported that they did not feel like doing anything. Students and unemployed people were among the highest groups of individuals who reported having feelings of self-harm/suicide. We also found that people on the frontline of the crisis, particularly those employed in healthcare, public safety, national security and food and necessary goods were amongst those that reported feeling the most fearful.
